[Patch] Add support of DESTDIR in ros/Makefile.am

Hello,

Makefiles generated by Automake provide a way to install everything in a staged area via the DESTDIR variable. This is very helpful, for instance to build binary packages without having privileged rights. Here is a patch to add this support into hand-build install targets in ros/Makefile.am
