Face with a hole that touches the main wire

I'm trying to build a face with a hole which touches the main wire in a single vertex, as shown in the picture. The face with edges highlighted in cyan is not filled properly, i.e., it should be gray like other faces in the picture. The main loop comprises the edges E217, E198, E214, E180, E181, E215, and E201, while the inner loop (hole) comprises the edges E178 and E169, as shown in the tooltip text.

Is this kind of hole possible at all? If yes, what would be the proper orientations of inner and outer wires? If no, what do you suggest as a remedy? I have checked all the orientations and the inner loop has the opposite orientation from the outer one. Thank you.
