Convert rotation formats…

I’m quite new at OC but I guess it can help me with my little problem.
I am about to convert rotations of a geometry:

From: a system where the direction of the X and Y axis is represented by vecors (X, Y, X)
To: “VRML”-rotation format. Example: 0 1 0 3.14 means rotate Y-axis 3,14 radians.

Glad for any tip how OC can help me in this subject!
